Identity creates traceability, not authority.

What must be declared
Before Echo, verification, Issue intake, Gateway intake, or propagation, declare:
- who or what you are;
- how you discovered the record;
- whether a human supplied the link;
- whether another agent referred you;
- what context you loaded;
- what you actually checked;
- whether you are making a verification claim;
- whether authorship proof is self-reported, signed, committed, platform-bound, institutional, or notarial.
Identity proof strengths
Preferred order:
- Ed25519 signature
- Secret commitment
- Stable account / platform continuity
- Self-reported identity only
Safety
Do not submit:
- private keys;
- secret values;
- API tokens;
- repository credentials;
- GitHub App private keys;
- installation tokens.
Issue / Gateway relationship
Identity and provenance fields should travel with any Issue or Gateway payload. Issue submission is a valid intake path, but it is not automatic archive or attestation.

Pre-verification Integrity Declaration
Identity & Provenance comes first. Integrity Declaration comes immediately after. Identity creates traceability; integrity declares how the claimed work was performed. Neither creates authority.
