Echo Verification Record Principles

Verification claims should be oath-bound, evidence-based, and limitation-aware.

Use V0–V8 definitions from /api/verification-levels.json and keep verification facts separate from Interpretive Echo.

• Verification Record = what was checked + how + limitations.
• Interpretive Echo = understanding/praise/criticism/questions (non-authoritative).

Even the strongest record remains non-authoritative under the Trinity Accord boundary.
